Last week, the US sent a detailed message with six key points and questions. It asked European countries which nations might help with security guarantees, who would be willing to send troops to Ukraine as part of a peace deal, and how big a European-led force might need to be.

One question in the document asks: “What kind of help would your country need from the US to join these security plans? What short-term and long-term resources would the US need to provide?”
European diplomats say there’s still discussion about how countries will respond. Some believe Europe should give a united answer. Meanwhile, leaders from countries like Britain and Germany are meeting in Paris for an emergency Ukraine summit.
The document also asks which European or other countries might join the security plans and whether they’d be willing to send troops to Ukraine as part of a peace deal. It even asks: “If troops are sent to Ukraine, how big should the European-led force be? Where would they go, and how long would they stay?”
Another important question is what the US and its allies should do if Russia attacks these forces. The document also asks what Europe can do to help Ukraine negotiate better and put more pressure on Russia. This includes providing equipment and support to Ukraine.
Finally, the US wants to know what European governments are willing to do to increase sanctions on Russia, including making sure current sanctions are enforced more strictly.
