Pavel Durov, the CEO of Telegram, has been arrested in France. The arrest is linked to an investigation by France’s national cyber-crime unit and fraud office into alleged crimes involving Telegram.

However, Telegram has stated that it’s unreasonable to blame the platform or its owner for misuse of the service (BBC).

Who is Pavel Durov?
Pavel Durov, 39, is a billionaire from Russia. He founded the Russian social media site VKontakte but left Russia in 2014 after refusing to shut down political communities.

He then started Telegram, which he now manages from Dubai. Durov has citizenship in both the UAE and France but is still considered a Russian citizen (BBC).

Telegram is a major messaging app similar to WhatsApp, with around 950 million active users.

It is known for its large group sizes and privacy features, although it’s also faced criticism for allowing harmful content to spread in its massive groups (BBC).
